DescriptionTen sons of Sea Captains and five sons of Lieutenants to be admitted to the Academy. Admission to be determined on grounds of justice and competition and in accordance with four classes. The preferred first class being the sons of fathers killed in battle or having died afterwards of wounds received, preferance being given in line with the seniority of the father.
Suggestion that the present plan be extended to encourage other Officers and Gentlemen to send their sons to be educated for Sea Service. Regulations should be put in place to contain the cost, including £25 per annun for board and the fees not to exceed the cost of other respectable public schools. The educational plan could be reduced to two years and the time spent included as part of the boy's time of Service.
