The Prince writes that [the recommendations of the Commissioners] prove 'abortive by the opinions of both the King's Attorney & Sollicitor General, it being contrary to law''. He states that he is ''positively in a worse situation than I was before the Act past', and expects that on viewing the papers the Queen will see that 'no blame can rest with me'.
