| Description | Apologising for not answering the Duke' s letters before and explains the series of events that delayed him.
Following the King's communications with Lord FitzRoy Somerset and his reading of other relevant documents, the King's opinion concerning the questions of Regimental Discipline and Corporal Punishment, remains the same - aside from a couple of considerations, mainly drawn from Sir John Macdonald's last letters and, in particular, on data showing an increase in the numbers of crimes and offences with a diminution of corporal punishment and viceversa.
It includes an extract sent to Lord Grey.
Sir Herbert is confident that the Government does not want to introduce substantial changes to the Military Code.
Sir Herbert is very much convinced of the importance of maintaining the existing authority of the Regimental Court Martial and Commanding Officers; he suggests, though, to appoint an Officer to investigate and submit a Report on the issues in the system - this should be preferred to the appointment of a board of commission - he explains why this would be the easiest and most effective course of action.
