| Description | Frazer suggests that the extension of sheep farms, and the continuation of the coal duty and the salt laws, are responsible for the increase in emigration to America. He refers to some 'great & enlightened men...who consider that their extensive possessions are not given to them solely for their own benefit', including the Duke of Argyll, the Earl of Breadalbane, and Mr [Francis] Mackenzie of Seaforth [involved in the island of Lewis], and that in their lands there is no emigration. Frazer states that his colleague has gone to 'Dartmore' to 'arrange his system respecting the increase of the Prince's revenue from the mines in the forest'.
