Moira describes being asked by independent members of Parliament to form a government, excluding the principle 'obnoxious' figures from each side [Charles James Fox and William Pitt]. He states that he would decline forming a government unless the King consented to three conditions: transparency to the nation regarding financial difficulties; a just system of government in Ireland; and an endeavour to secure peace.
