DescriptionSir Herbert has been ordered by the King to send to Lord Hill various items correspondence and other documents relating to the issue of corporal punishment in the Army; these papers should support the Military Authorities in their decision over this case.
After collecting all possible material on the matter, Sir Herbert concluded that it would be pointless drawing a Code of Regulations based on other services or Standing Orders, because of the variety and uniqueness of the situations in which officers and soldiers can be placed in the service.
As Sir Herbert's conclusions derive from the advice and opinions of many before him and it is, therefore, well grounded, he asks [FitzRoy] to help him get rid of those who oppose this position.
