DescriptionThe Duke encloses copies of letters he has just written to the Emperors of Austria [Francis II] and Russia [Alexander I], and to the King of Prussia [Frederick William III,]- the originals have been dispatched through Lord William FitzRoy. He will not be able to sail on that very day because of a misunderstanding with the Captain.
He reminds the Colonel of the popularity that his brother [the Prince Regent] will obtain from wearing the Navy uniform while showing the Fleet and Arsenal of Portsmouth to the allied Sovereigns.
Mentioning that all the merchant vessels are abroad.
